In the summer and autumn of 2000, over a thousand LGBT people in the Brighton and Hove area were asked about their experiences, including questions about where they live, where they work, about health issues, their families, safety concerns, and the services that they use.  The findings of this survey offered stark evidence of the needs that were not being met in the LGBT community.

 In response to this unique opportunity for improvement, a series of community forums and feedback events were held in order to prioritise the concerns brought up by the findings. After much consultation, the Count Me In LGBT Community Strategy was drafted. It groups the community's concerns under nine themes or portfolios. The portfolios contain a total of 171 objectives and strategies, which are intended to serve as concrete guidance for community groups and service providers, to help them carry out their responsibilities in as informed a manner as possible. Spectrum was established in order to assist and co-ordinate these efforts.
